Navigation improvement

I'm hoping the comments remain visible while editing Hotspot settings or updating voiceover narrations.

Additionally, the left and right navigation arrows should always be visible at the top of the on-screen editing view and remain fixed rather than being part of the scrollable Hotspot Settings panel. Also, if the arrows are placed at the bottom, same functionality at the top arrows so if you’re working from top to bottom it’s easy to navigate.
