Invoicing user or finance user type of role that doesn't consume a Creator license

We have the need in our organization to have the role of a Finance user or Invoicing user that handles payment details of our subscription but doesn't create demos and doesn't count as a Creator license.

We found out that Admin user consumes a Creator license when we were about to start our subscription.

Any help here?
